On June 1, 2024, in a statement addressing the state of terrorism and fundamentalism in Bangladesh, RAB Director General Md Harun-Ar-Rashid confidently asserted that there would never be a resurgence of these threats in the country. This declaration came during a tribute to those who lost their lives in the terrorist attack at Holey Artisan Bakery eight years ago. Mr. Harun emphasized that Bangladesh is now one of the safest countries in the world, a testament to the relentless efforts of the Rapid Action Battalion (RAB) and other security forces in combating terrorism.

Reflecting on Bangladesh’s success in combating terrorism, Md Harun-Ar-Rashid, an additional inspector general of police, provided a detailed account of the events following the tragic attack at Holey Artisan Bakery in Gulshan on July 1, 2016. The attack resulted in the deaths of two police officers and several foreign nationals, marking a dark day in the nation’s history. In response, RAB and the police launched extensive operations based on intelligence information, targeting terrorist hideouts. These operations were successful in dismantling numerous terrorist strongholds, leading to the arrest and prosecution of many terrorists.

“Terrorism is now largely under control. Bangladesh is now a safe country,” DG Harun-Ar-Rashid declared, underscoring the effective measures taken by RAB and other security forces. Since its inception in 2004, RAB has been at the forefront of the fight against terrorism and extremism. Mr. Harun emphasized that the force’s capabilities and continuous efforts ensure that terrorism and extremism will not resurface in the country.

Mr. Harun’s statement also marked his recent appointment as the director general of RAB, effective June 5, succeeding former RAB chief M Khurshid Hossain, who retired. Mr. Harun’s extensive career in law enforcement began as an assistant superintendent of police from the 15th BCS batch in 1995. Over the years, he has served in various significant roles, including as deputy inspector general of the Mymensingh range in 2019. His academic credentials include an MSc degree from Dhaka University’s statistics department, an LLB from the University of London, and an MBA from Dhaka University.

In a parallel development, Col Abdullah Al Momen has assumed the role of Additional Director General (ADG, Operations) of RAB, replacing Col Mahabub Alam. Col Momen, who previously served in the Directorate General of Defense Intelligence (DGFI), brings a wealth of experience to his new position. His tenure in RAB includes roles such as the Commanding Officer of RAB-1, where he demonstrated exceptional leadership and operational skills. Promoted from Lt. Colonel to Colonel last year, Col Momen returned to the Bangladesh Army after a successful stint with RAB.

Col Momen’s distinguished career is marked by numerous accolades, including the Bangladesh Police Medal (BPM) and President’s Police Medal (PPM), recognizing his professional excellence and contributions. His service record also includes a commendable tenure in the Border Guard Bangladesh (BGB), where he exhibited outstanding leadership and compassion. Notably, in 2018, while serving as the commander of the 46th BGB battalion, he personally drove an ambulance to save a colleague’s life, an act that earned him widespread admiration. Commissioned in the 36 BM Long Course Army Infantry Corps in 1997, Col Momen has served in various critical positions within the army and participated in peacekeeping missions in Liberia and the Democratic Republic of Congo.

The appointments of Md Harun-Ar-Rashid and Col Abdullah Al Momen are seen as strategic moves by the ruling Awami League government to strengthen the war against corruption and enhance national security. Prime Minister Sheikh Hasina’s government has been steadfast in its stance against corruption, initiating significant reshuffles within elite forces like RAB to inject fresh dynamism into the country’s economy. These appointments are reminiscent of the Prime Minister’s 2009 pledge to get rid of terrorism and militancy from Bangladesh, a campaign that saw RAB play a pivotal role in disassembling terrorist strongholds and ensuring national security.

RAB’s history of effectively combating terrorism and militancy underscores its capability and dedication. During the previous operation, RAB’s efforts were instrumental in destroying terrorist and militant strongholds, contributing significantly to national security. The force’s ability to operate with integrity, dedication, and responsibility has been pivotal in maintaining neutrality and taking effective measures in coordination with other relevant departments.

Currently, RAB is also engaged in vital operations to suppress terrorist activities in the hill tracts areas and the Rohingya camps in Cox’s Bazar. The force has been instrumental in identifying and apprehending members of groups like “Ansar-Al-Islam” and “Al Shahadat,” linked to Al Qaeda, thereby curbing ongoing terrorist threats. RAB’s operations in these regions have been crucial in maintaining peace and security, addressing the challenges posed by insurgent groups and ensuring the safety of both locals and refugees.

The role of RAB in the war against corruption, announced by the Awami League government, remains as significant as ever. Experts in law and order anticipate that RAB will continue to play a commendable role in this fight, especially after the January 7 election. Prime Minister Sheikh Hasina’s tough stance against corruption has led to a renewed focus on eradicating this menace from both government and non-government sectors. The reshuffle of key positions within RAB, aimed at appointing individuals with comparable skills and experience, underscores the government’s commitment to this cause.
