Families whose children attended the nursery in north London where paedophile Vincent Chan worked will meet Education Secretary Bridget Phillipson to press for safeguarding reforms. Chan was jailed for 18 years last month for abusing children who attended Bright Horizons nursery on Finchley Road, West Hampstead, which has been described as “every parent’s worst nightmare.” According to BBC News, the affected families are pursuing legal action against the nursery and demanding accountability for the failures that allowed Chan to operate unchecked.
The parents argue that the existing safeguarding measures failed to protect their children, stating, “Chan was able to commit his crimes because safeguarding failed.” They are calling for the establishment of an early-warning system that would enable parents and whistleblowers to report concerns to an independent body. Furthermore, they are advocating for mandatory two-adult supervision in larger settings and the use of body-worn cameras in nurseries to enhance oversight.
The families’ legal representative, Alison Millar from the law firm Leigh Day, emphasized the need for stronger safeguarding standards, noting that parents had previously raised concerns about Chan’s behavior, which were not adequately addressed. The families are determined to ensure that similar incidents do not occur in the future.
Phillipson has previously initiated a local child safeguarding practice review to assess the situation and implement necessary changes. However, she has expressed caution regarding the mandatory installation of CCTV in nurseries, suggesting it could lead to other forms of abuse if misused. Education minister Olivia Bailey has indicated that the government is considering the use of CCTV as part of the ongoing review.
Chan worked at the Bright Horizons nursery for seven years until he was suspended in 2024 after a colleague raised concerns about his behavior. The subsequent Metropolitan Police investigation revealed a shocking collection of over 25,000 indecent images of children, including videos of Chan abusing children while they slept. Bright Horizons has stated that it is enhancing staff training and awareness regarding safeguarding protocols in response to these events.
