A 2024 report into Northern Territory’s only youth mental health inpatient ward found the facility posed serious risks to staff and patients. The report, obtained through Freedom of Information (FOI) laws, indicates that the facility failed to meet 16 national safety standards, posing significant risks to both patients and staff. According to ABC News, stakeholders have described the findings as “damning,” highlighting that staffing cuts have negatively impacted care in the eight-bed ward.
The report was commissioned by NT Health following five major critical incidents in the Youth Inpatient Program (YIP). It emphasized that the risks associated with staff and patient safety have become unmanageable, and the physical environment is detrimental to therapeutic outcomes. Despite the urgent nature of the report, advocates have noted that no recommendations have been implemented in the two years since its release.
Professor Patrick McGorry, a renowned youth mental health expert, criticized the overall resourcing for youth mental health services in Australia as “pathetic.” He pointed out that the facility is overwhelmed by an increasing demand, with admissions rising significantly since its opening in 2016. The report indicates that clinical staff numbers have been reduced, exacerbating the situation for young patients suffering from severe mental health issues.
The report also called for substantial financial investment to either upgrade the existing facility or construct a new one. It outlined various safety concerns, including inadequate staff training and design flaws that could lead to increased anxiety among patients. NT Health has reported some upgrades since the report, but details regarding the extent of these improvements remain unclear.
Critics of the facility, including Health Services Union NT/SA branch secretary Billy Elrick, have expressed shock at the ongoing neglect of youth mental health services. With mental health funding cuts in the recent budget, there are concerns about the government’s commitment to addressing these critical issues. Community advocates argue that the current state of the facility merely provides housing for young individuals in crisis rather than offering the therapeutic support they need.
