US President Donald Trump signed a memorandum of understanding (MOU) with Iran to end the war, with the agreement established near Paris, France. The 14-point framework, signed on Wednesday, commits Iran to refrain from developing nuclear weapons in exchange for significant sanctions relief, a $300 billion reconstruction plan, and the resumption of maritime traffic in the Strait of Hormuz. According to Al Jazeera, this deal comes after weeks of Trump’s assertions that an agreement was imminent.
While Trump has hailed this MOU as superior to the 2015 Joint Comprehensive Plan of Action (JCPOA) negotiated by former President Barack Obama, analysts caution that it is premature to assess the MOU’s potential effectiveness. The agreement initiates a 60-day negotiation period, but critics argue it lacks the depth and detail of the JCPOA, which included extensive input from nuclear experts over several years.
The MOU includes a commitment from Iran not to procure or develop nuclear weapons, mirroring a similar clause from the JCPOA. However, it does not specify whether Iran will be allowed to enrich uranium, a critical aspect of any nuclear agreement. Experts have noted that Iran’s pledge to refrain from developing nuclear weapons is not a new commitment, as Tehran has consistently asserted its non-nuclear intentions.
In terms of sanctions relief, the MOU outlines a commitment from the US to terminate all types of sanctions against Iran, a departure from the conditional relief stipulated in the JCPOA. The agreement also mentions the establishment of a $300 billion investment fund for Iran’s reconstruction, a significant financial boost that could alter the economic landscape of the region.
The MOU further addresses the Strait of Hormuz, a crucial maritime route that Iran had previously blocked, impacting global oil supplies. Trump expressed optimism about the deal, indicating that the US would remove its naval blockade immediately following the agreement’s signing.
