The Northern Beaches Hospital has officially been transferred to public ownership. This significant change comes after the death of two-year-old Joe Massa in September 2024, which was attributed to a series of administrative errors during his treatment at the facility. According to ABC News, control of the hospital was officially passed from private operator Healthscope to the Northern Sydney Local Health District at 7am on Wednesday, marking a $190 million public takeover.
NSW Premier Chris Minns credited the advocacy of Joe Massa’s parents, Danny and Elouise, for driving this policy change. After their son’s death, the family campaigned for improvements in hospital administration and accountability. Premier Minns described the transition as one of the most extraordinary changes in public policy he has witnessed, stating that the hospital should have remained public since it opened in 2018.
Joe Massa’s death was marked by a series of failures at the hospital, including a misclassification of his condition and a delayed response to urgent medical needs. An internal investigation revealed that he was wrongly triaged as a less serious patient and was kept waiting for two-and-a-half hours for a bed despite exhibiting severe symptoms. After suffering a cardiac arrest, he was transferred to Sydney Children’s Hospital, where he ultimately passed away due to brain damage.
The Massa family has been instrumental in advocating for the return of the hospital to public control. During the transfer ceremony, Elouise Massa expressed pride in her son’s legacy, stating that his love inspired the monumental change. Health Minister Ryan Park acknowledged the complexities involved in transitioning a functioning hospital to public ownership but expressed optimism about the process. He noted that while challenges are anticipated, all hospital services would continue, with some exceptions for complex surgeries.
As of now, 96 percent of the staff from the Northern Beaches Hospital have accepted offers to continue their employment under NSW Health. The government plans to maintain private services at the hospital until at least June of next year while experts develop a long-term strategy to address the demand for these services.
