Morocco and EU Finalise Amendments to Agricultural Agreement

On Thursday, the Kingdom of Morocco and the European Union successfully concluded negotiations to amend their longstanding agricultural agreement, a move that officials say will strengthen trade ties and reaffirm political alignment between the two partners.

The announcement was made in Rabat by Morocco’s Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Mr. Nasser Bourita. The revised text is expected to be formally signed in Brussels in the coming days and will be provisionally applied upon signature, pending the completion of internal ratification processes.

Key Features of the Amended Agreement

One of the central provisions is the confirmation that preferential tariffs under the EU-Morocco Association Agreement will extend to products originating from Morocco’s Southern Provinces. Goods exported from these regions will also bear specific labels of origin: Laayoune-Sakia El Hamra and Dakhla-Oued Eddahab.

The agreement provides legal and technical clarifications consistent with Morocco’s national principles, while also aligning with the spirit of the 2018 exchange of letters between Morocco and the EU. Importantly, it reiterates the EU’s 2019 stance recognising Morocco’s “serious and credible” efforts regarding the Sahara issue and acknowledges the support voiced by a number of EU Member States for Morocco’s Autonomy Initiative.

Economic and Strategic Impact

Although sectoral in scope, the revised agricultural accord carries significant economic and political weight. By safeguarding Morocco’s preferential access to EU markets, it is expected to contribute directly to agricultural GDP growth and job creation, particularly in the Southern Provinces.

For the EU, the agreement ensures continued access to stable and diverse agricultural imports from Morocco, reinforcing the North African country’s role as a reliable and strategic partner.

Broader Diplomatic Significance

The agreement also reflects His Majesty King Mohammed VI’s vision of the Moroccan Sahara as a hub for connectivity and cooperation between Europe and Africa. Observers note that beyond its technical adjustments, the deal sends a strong signal about the resilience and depth of Morocco-EU relations.
