Requests for legal support related to pro-Palestine advocacy in the United States remained high in 2025, according to a report by Palestine Legal. The organization, which supports the movement for Palestinian freedom in the US, documented 1,131 inquiries for legal assistance last year. This figure, while lower than the record 2,184 requests received in 2024, still reflects a significant demand for legal aid in a challenging environment.
The report highlights that despite increased restrictions on protests by universities and pressure from the Trump administration, pro-Palestine advocacy continues to thrive. Dima Khalidi, executive director of Palestine Legal, noted that student activists are demonstrating moral conviction and courage in the face of punitive consequences for their dissent. The majority of requests for legal support came from university students and faculty, with a notable increase in immigration-related inquiries.
In 2024, President Trump campaigned on a promise to crack down on pro-Palestinian protests, framing them as anti-Semitic. Since taking office in 2025, he has threatened penalties against universities that host pro-Palestinian activism, leading to significant changes at institutions like Columbia University. There, a pro-Palestine encampment resulted in a $200 million settlement with the Trump administration and changes aimed at combating anti-Semitism.
Palestine Legal also reported a concerning trend of immigration enforcement targeting pro-Palestine advocates, including several scholars. While some deportation proceedings have been abandoned, others continue, raising alarms about the implications for academic freedom and free speech rights in the US.
Despite these challenges, Palestine Legal celebrated several legal victories in 2025, including a federal court ruling that dismissed a complaint against UNRWA USA and a settlement involving the University of Maryland. These victories underscore the ongoing struggle for pro-Palestinian rights and the importance of protecting free speech in the face of governmental and institutional pressure.
