On Monday, April 27, 2026, the Arab League’s General Secretariat in Cairo launched a specialized training course titled “Artificial Intelligence in Management and Decision-Making: From Strategies to Effective Application in Arab Joint Work.” This training is organized by the General Secretariat of the League, represented by the Training and Development of Work Methods Department, in collaboration with the Arab Academy for Science, Technology and Maritime Transport. The course will run from April 27 to April 29, 2026, at the League’s headquarters.

The training course is held under the patronage of His Excellency Dr. Ahmed Aboul Gheit, the Secretary-General of the Arab League, and with the support of His Excellency Ambassador Mohamed Saleh Al-Ajiri, the Assistant Secretary-General and Head of the Administrative and Financial Affairs Sector, along with His Excellency Professor Ismail Abdel Ghafar Ismail Farag, the President of the Arab Academy for Science, Technology and Maritime Transport.

Ambassador Mohamed Saleh Al-Ajiri inaugurated the course in the presence of distinguished administrative leaders from the General Secretariat of the Arab League, including department directors, ministers, and advisors, along with a high-level delegation from the Arab Academy for Science, Technology and Maritime Transport.

In his opening remarks, Ambassador Al-Ajiri emphasized that organizing this course aligns with the General Secretariat’s direction to enhance digital transformation and develop institutional capacities. This initiative is in line with the proposal from the Secretary-General of the Arab League titled “The Arab Initiative for Artificial Intelligence: Towards Technological Leadership and Sustainable Development,” which was adopted during the Fifth Arab Economic and Social Development Summit held in Baghdad in May 2025.

He explained that this initiative serves as a strategic framework aimed at unifying Arab efforts to leverage artificial intelligence technologies for modernizing government operations, enhancing Arab economic integration, building human capacities, and reinforcing principles of ethical and responsible use of these technologies. It also supports the implementation of the Arab Strategy for Artificial Intelligence, particularly regarding building human capabilities, governance, boosting trust, and employing artificial intelligence in decision-making support.

Ambassador Al-Ajiri highlighted the role of the Administrative and Financial Affairs Sector within the Arab League in supporting and developing the human competencies working at the General Secretariat. He affirmed that investing in training personnel is a fundamental pillar for enhancing the system of Arab joint work and boosting its institutional efficiency amid rapid technological transformations.

He also praised the strategic cooperation between the Arab League and the Arab Academy for Science, Technology and Maritime Transport, commending the leading role of Professor Ismail Abdel Ghafar in advancing this institutional partnership and enhancing scientific and training cooperation between both sides. He expressed his gratitude to him and his assistants for their outstanding preparations for this specialized training course.

The opening session was attended by a selection of ministers and department directors from the Arab League’s General Secretariat, along with a high-level delegation from the Academy, which included Professor Ali Fahmy, Dean of the Academy’s Faculty of Artificial Intelligence and the academic supervisor of the course, His Excellency Professor Mohamed Salem, Senior Advisor to the Academy’s President and former Minister of Communications and Information Technology, and Dr. Mustafa Rashid, Assistant President of the Academy for Arab Affairs and the Academy’s contact point with the Economic and Social Council.

Following the opening session, two keynote lectures were held as part of the course’s scientific program. Professor Ali Fahmy delivered the first lecture titled “The Arab Landscape of Crises and Decision-Making,” which addressed several key topics, including:

1. An analytical reading of the Arab landscape of crises.
2. Classification of crises and related challenges.
3. The role of artificial intelligence in supporting the decision-making process.
4. Transitioning from data to decision through advanced analytical tools.
5. The use of artificial intelligence technologies in analyzing documents and big data.
6. Cybersecurity issues and digital sovereignty in the institutional environment.
7. Connecting with regional initiatives such as the Arab Observatory for Artificial Intelligence to support decision-making systems.

His Excellency Professor Mohamed Salem presented the second lecture titled “The Journey of Artificial Intelligence,” where he discussed the historical and technological evolution of artificial intelligence techniques and their importance in the strategic context of digital transformation. He also highlighted the requirements for building an institution ready to adopt artificial intelligence, focusing on the practical applications of generative artificial intelligence and its role in improving institutional performance and enhancing the efficiency of management and decision-making processes.

The training course is scheduled to continue for three days, during which experts and specialists from the Arab Academy for Science, Technology and Maritime Transport will conduct a series of practical lectures and advanced workshops on the latest uses and applications of artificial intelligence in government management, policy-making, data analysis, and decision-making support. This aims to enhance the capabilities of personnel working at the Arab League’s General Secretariat in utilizing advanced digital technologies to develop the Arab joint work system.

This training initiative is part of the ongoing institutional partnership between the Arab League and the Arab Academy for Science, Technology and Maritime Transport, aimed at supporting Arab capacity-building programs and developing human competencies. This will strengthen the ability of Arab joint work institutions to keep pace with global technological transformations and benefit from artificial intelligence applications to achieve sustainable development in the Arab region.
