Perth Residential Design Codes Overhauled to Increase Housing Density

A significant revision of residential design codes in Perth is poised to enable the subdivision of an additional 50,000 properties, aiming to enhance housing density in the region. Housing Minister John Carey announced that the changes will facilitate subdivisions of blocks as small as 700 square metres, down from the current minimum of 900 square metres, for properties zoned ‘R20’ and below.

According to ABC News, the reforms are intended to simplify the planning process, allowing more straightforward residential projects like single houses and renovations to proceed without requiring planning approval. This initiative is part of a broader strategy to address Perth’s ongoing housing supply challenges.

Carey described the proposed changes as a “game changer” that will unlock land for housing development and streamline construction processes. He emphasized that these adjustments represent the most significant update to the R-Codes in three decades, particularly benefiting low-density suburbs in Perth’s northern and southern regions.

In addition to easing subdivision rules, the proposed changes aim to reduce bureaucratic hurdles by halving the approval time for single dwellings from 60 to 30 days. Other considerations include removing minimum parking requirements for apartments, increasing allowable building heights, and reviewing density regulations in various zones.

The initiative has garnered support from industry groups, including the Property Council of WA and the Planning Institute of Australia, who advocate for increased density in areas with existing infrastructure. The proposed changes will be released for public consultation later this year, with implementation targeted for July 2027.
