More than half billion dollar investment for Parramatta’s future

City of Parramatta will invest more than $570 million in the next 12 months to deliver the services our community needs and continue bringing its vision for the City’s future to life.

The City’s draft Delivery Program and Operational Plan (DPOP) and budget were endorsed for public exhibition at Council’s Ordinary Meeting this week, creating a strong future for Parramatta.

The draft 2026/27 budget includes a $171.4 million investment in capital works projects such as Parramatta’s grand pedestrian boulevard – Civic Link (Block 3), construction of Granville Square, continued planning for Riverside Theatres redevelopment, new amenities at Winston Hills’ Max Ruddock Reserve, delivering the Harris Park Precinct streetscape, local park and reserve upgrades across the City and improved cycleway connections.

City of Parramatta Lord Mayor, Cr Martin Zaiter said continued investment in the City’s infrastructure and a responsible budget was vital to support Parramatta’s continued growth.

“Parramatta is well on its way to becoming a global city and Council is committed to delivering the best services and infrastructure to make this happen,” Cr Zaiter said.

“Council’s $171.4 million capital works program will deliver just that with a range of exciting projects set to further transform Parramatta and beyond.

“For residents, this means upgraded local parks and reserves, better cycling connections, continued investment in Parramatta’s cultural venues, community spaces and a city centre that is easier to move around and enjoy.

“Council is equally focused on managing external budget pressures whilst continuing to deliver services to a high standard for our community.

“The budget delivers an operating cash surplus of $71.7 million, which will allow Council to fund essential services, maintain assets responsibly and progress major infrastructure without placing undue pressure on future budgets.”

Cr Zaiter said Council’s draft DPOP also includes the continuation of a comprehensive heritage review and planning for the future Parramatta Cultural Hub.

“We’re taking a holistic approach to Parramatta’s future, ensuring we protect what makes Parramatta unique, celebrate creativity in our public spaces and plan thoughtfully for cultural and community infrastructure that will serve our growing community for generations to come,” Cr Zaiter said.

“Community feedback will play an important role in shaping the final budget and delivery program, ensuring Council’s priorities reflect what matters most to people across Parramatta.

To ensure Council can deliver on all its programs and services, the 4.8% rate rise by the Independent Pricing and Regulatory Tribunal (IPART) has been earmarked to business and residential ratepayers.
