Palestinian factions have expressed concern about Donald Trump’s proposed plan to end the war in Gaza, warning that it is heavily biased in favour of Israel and may be intentionally unworkable.

Hamas has yet to offer an official reaction, while the Fatah-dominated Palestinian Authority (PA), which administers part of the occupied West Bank, has welcomed it.

The Palestinian Islamic Jihad (PIJ), which has fought in the war alongside Hamas, voiced opposition to the plan.

And the Popular Front for the Liberation of Palestine – General Command, a hardline leftist group, said it will “impose a formula of surrender on the resistance and our people”.

A Palestinian source close to Hamas told AFP on Tuesday that the group was reviewing the proposals.

“Hamas has begun a series of consultations within its political and military leaderships, both inside Palestine and abroad,” said the source, speaking on condition of anonymity.

“The discussions could take several days due to the complexities of communication among leadership members and movements, especially after the Israeli aggression in Doha,” the source added, referring to Israeli air strikes in Qatar earlier this month that targeted Hamas negotiators.

A source close to Hamas also told Reuters the plan was “completely biased to Israel” and imposed “impossible conditions” that sought to eliminate the group.

The PA said on Monday that it welcomed Trump’s “determined efforts” to end Israel’s genocide in Gaza.

Trump’s 20-point plan to end what a growing chorus of experts, world leaders and historians call a genocide in Gaza leaves open the door for the Palestinian Authority to govern the enclave after “reforms”.

According to the plan, the Israeli army would “progressively” hand over the Gaza territory it occupies to an International Stabilisation Force until its troops are “withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat”.

“While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognise as the aspiration of the Palestinian people,” it reads.

In a statement, the PA said it “welcomes the sincere and determined efforts of President Donald J Trump to end the war on Gaza, and affirms its confidence in his ability to find a path toward peace”.

Meanwhile Palestinian Islamic Jihad secretary-general, Ziyad al-Nakhalah, told Al-Araby news that Trump’s plan was an American-Israeli agreement and a full expression of Israel’s position.

‘Israel is trying to impose through the United States what it was unable to achieve through war’

“Israel is trying to impose through the United States what it was unable to achieve through war,” he told the outlet.

Despite the criticism, much of the international community has welcomed the plan to end the genocide, in which Israel has killed more than 66,000 Palestinians and left Gaza in total ruins.

Trump said there had been “extensive consultation with friends and partners across the region” and that the plan had the support of Arab and Muslim leaders and European allies.

He hailed it as a “new chapter of security, peace and prosperity for the entire region”, and heaped praise on the leaders of Saudi Arabia, Qatar, UAE, Jordan, Turkey, Indonesia, Pakistan and Egypt, whom he had met with last week at the United Nations General Assembly.

Trump added that if Hamas chose to reject the 20-point proposal, which was released shortly before the press conference, then Israeli Prime Minister Netanyahu would “have our full backing to do what you have to do”.

Qatar and Egypt announced shortly afterwards that they had delivered the proposal to Hamas.
