Housing Minister Clare O’Neil has stated that the government’s proposed tax changes will not be the primary cause of any significant decline in house prices. According to ABC News, O’Neil dismissed suggestions that the changes could lead to a 10 percent drop in home prices, asserting that Treasury anticipates only a mild impact on price growth.
O’Neil emphasized that if house prices were to fall sharply, it would not be attributed to the federal budget’s tax reforms concerning negative gearing and capital gains tax. Analysts from Morgan Stanley have warned that these reforms could lead to decreased investor returns and a tighter borrowing capacity, potentially reversing home prices.
Westpac’s forecasts indicate that the budget could significantly affect the housing market, predicting a decrease in new investor activity and a potential 20 percent drop in total housing turnover. The bank’s analysis also mentioned a risk of a substantial price drop due to uncertainty surrounding the tax changes and rising interest rates.
The government’s tax proposals, which include changes to negative gearing for existing homes and adjustments to capital gains tax, have led to a slowdown in auction activity as buyers assess the implications. O’Neil maintained that the tax changes would only have a small impact on house prices, emphasizing that interest rates are the biggest driver of price movements.
Furthermore, O’Neil highlighted the government’s commitment to increasing housing supply, with plans to construct approximately 420,000 new homes over the next decade. She pointed out that the budget aims to facilitate home ownership for around 75,000 rental households by shifting ownership from investors to owner-occupiers. The government is also considering amendments to its tax policies to enhance support for small businesses in light of concerns from business groups about the potential negative impacts of the proposed capital gains tax reforms.
