According to BBC News, Chelsea have been fined £10m and given a suspended ban on registering new players for two transfer windows after breaching rules concerning payments to agents between 2009 and 2022.

The club admitted making £47m in secret payments to unregistered agents and third parties in connection with transfers between 2011 and 2018. Chelsea’s current owners, Todd Boehly and Clearlake Capital, self-reported 74 Football Association rule breaches after buying the club in 2022.

A regulatory commission initially set a £26m fine, reducing it to £17.25m for Chelsea’s self-reporting and co-operation. It was then reduced to £11.4m following an early guilty plea, before being set at £10m to account for fines already imposed by Uefa and the Premier League.

A six-point deduction, suspended until 30 June 2027, was set aside on appeal. The commission said the initial points sanction had been suspended because the FA had not sought one and the Premier League had not imposed one. The FA said the financial penalty would be invested in grassroots football.

Chelsea said the conclusion of the FA process brought all regulatory proceedings against the club to a close. The FA said it was continuing to investigate individual misconduct arising from the case. All of the breaches occurred while Roman Abramovich owned Chelsea.
