Former Fangak County Commissioner Hon. Biel Boutros Biel has opened a newly constructed community library in Pulita Payam, Fangak County.
The facility, known as the Biel Law and Community Empowerment Library (BLACE), operates under the Dream Institute. The initiative was launched on 22 June 2026 and reflects Biel’s commitment to education, learning and community empowerment.

The library represents a historic milestone for a community that has experienced limited access to education for decades. Years of conflict and recurring floods have destroyed homes and livelihoods, leaving many residents in distress. The new facility will provide young people and children with a safe place to read, learn and develop their potential.
Biel, a lawyer, former lecturer and one of the signatories to the 2018 peace agreement, believes that quality education is essential to transforming communities. He encouraged young people to develop a strong culture of reading.
In a statement shared on Facebook, Biel said there are many ways to serve rural and marginalized communities. Quoting the example of Jesus Christ, he emphasized that meaningful service requires commitment and sacrifice.
Biel previously worked as a human rights activist before entering politics and joining the SPLM-IO led by Dr. Riek Machar. He was later appointed Commissioner of Fangak County under the Revitalized Transitional Government of National Unity. He was removed from office following leadership changes announced earlier this year by SPLM-IO Acting Chairman Hon. Oyet Nathaniel.

Biel has invited members of the public to visit the library and support the initiative by donating books. Widely regarded as a mentor and role model, he has inspired many people through his academic work and passion for education.
Citing former South African President Nelson Mandela’s well-known belief that education is the most powerful tool for changing the world, Biel said he strongly shares that conviction.
He also informed young people about an upcoming mentorship conference focused on empowering them to make positive use of their talents and opportunities.
