According to Al Jazeera, Iran’s Supreme National Security Council has set six conditions that it says the United States must meet before the Strait of Hormuz can fully reopen. Council secretary Mohammad Bagher Zolghadr said the waterway would remain closed until Washington “corrects its behaviour”, in a statement published by state broadcaster IRIB.

The conditions include ending US threats against Iran and insults to its national and religious values; permanently ending attacks against Iran and its allies in Lebanon, Palestine, Yemen and Iraq; lifting the US naval blockade; and withdrawing US naval and air forces from around Iran. Iran also called for compensation for damage from two “imposed wars”, the lifting of sanctions and the unconditional release of frozen Iranian assets.

The Islamic Revolutionary Guard Corps said reopening the strait depended on Washington accepting the conditions and was separate from negotiations between Iran and Oman. IRGC spokesperson Hossein Mohebbi said the Strait of Hormuz would “certainly be reopened” whenever the United States accepted Iran’s terms.

The demands go beyond a June memorandum, which Reuters reported had treated some issues as part of a reciprocal, phased process. An unnamed US official told Reuters that the blockade of Iranian ports would be lifted once commercial shipping through Hormuz was restored “without impediments”, with US steps linked to Iran meeting its commitments.

President Masoud Pezeshkian, meanwhile, said “now is the best time for an agreement”. Speaking at a news conference broadcast by IRIB, he said Tehran and Washington should have created a mechanism to handle alleged violations of their earlier memorandum instead of allowing disputes to return to military confrontation. He said a possible solution was being worked on in Oman negotiations.
