According to ABC News, a proposed development of about 340 homes at Kadina on South Australia’s Yorke Peninsula cannot progress while SA Water assesses whether its network has sufficient capacity.

The 28-hectare greenfield site on Abbot Drive was proposed after an application was lodged in 2023. Wardle Real Estate Co agent Brenton Brind said SA Water had not indicated uncertainty about capacity at that time. In May, SA Water said it was conducting a technical analysis to assess how future demand could be accommodated and could not yet confirm capacity or the infrastructure upgrades that may be needed.

SA Water has said its current four-year funding cycle prioritises the Greater Adelaide Region under the state government’s Housing Roadmap. It said there is currently no funding capacity in that roadmap to upgrade networks outside priority areas. A separate proposed 680-home development at nearby Port Hughes has also stalled while SA Water and the developer negotiate a cost-sharing agreement.

Housing and Urban Development Minister Nick Champion said water systems across the state were at capacity, with Yorke Peninsula’s position at the edge of the network making new connections more expensive. He said there were no plans for immediate further funding before 2028, though additional funding, including for Abbot Drive, could be considered in the 2028-32 cycle. Champion said 464 allotments on the Yorke Peninsula had been connected to the water system in the past two years.
