According to ABC News, the federal government has used new course-cancellation powers for the first time to prevent new international student enrolments in the Graduate Diploma of Management (Learning). The government fears the qualification has been used by non-genuine students to switch courses and extend their stay in Australia.

Students already enrolled can finish the diploma, but VET providers and education agents cannot recruit or commence additional international students. The measure is part of Labor’s broader effort to improve quality and integrity in international education while slowing migration arrivals.

Transfers into the diploma rose from 510 people in 2020 to 4,000 in 2025. Seventy-seven per cent of students switching into the course came from elsewhere in higher education, allowing them to change courses without necessarily making a new student visa application. Almost half of people approved to enrol in 2025 did not begin the course, while completion rates were significantly below those for other VET courses.

There are 452 VET providers registered to deliver the diploma to international students. The course has 41,033 active confirmed enrolments, including 15,772 students recorded as currently studying. Assistant Minister for International Education Julian Hill said Australia would continue to welcome genuine international students and needed a focus on quality, integrity and student experience.

Earlier this year, Mr Hill imposed a 12-month freeze on private colleges and training organisations applying to offer new courses to international students. The government wants net overseas migration, running at about 300,000 annually, to move toward its forecast of 225,000 by 2028.
