Liverpool City Council puts landmark $153 million VPA on public exhibition

Liverpool City Council has resolved to place a landmark Voluntary Planning Agreement (VPA) valued at more than $153 million on public exhibition for 28 days, inviting community feedback on one of the most significant planning agreements ever negotiated by the Council.

The VPA, negotiated between Liverpool City Council and Landcom, was endorsed for exhibition at last night’s Council meeting and will deliver major public benefits, including new public spaces, playing fields, parks, local transport improvements and essential community infrastructure.

These include dedication of land and embellishment of five new parks consisting of four playing fields and a synthetic cricket pitch, totalling almost two hectares in size. A new urban plaza adjacent to Edmondson Park Station is also in the agreement, along with improvements to local roads.

Mayor Ned Mannoun said the agreement represents a major win for current and future residents.

“This is a great win for our community,” Mayor Mannoun said.

“It will deliver significant public spaces and parks while ensuring growth is matched with the infrastructure our residents deserve.

This is one of the biggest VPAs ever negotiated by Council, and it reflects our strong commitment to securing long-term benefits for Liverpool.”

The exhibition period will run for 28 days until Friday 6 March 2026, during which residents, stakeholders, and community groups are encouraged to review the proposal and provide feedback.

Mayor Mannoun said community input is a vital part of the planning process.

“We want to hear directly from our community,” he said.

“Public exhibition ensures transparency and gives residents the opportunity to have their say on a proposal of this scale and importance.”
