The police service in England and Wales is “not good enough,” according to Lord Blunkett, the former Labour home secretary. Speaking to the BBC ahead of a major report he co-authored on police leadership, Blunkett stated that the findings reveal significant weaknesses in leadership, morale, and culture within the police force. The report, set to be published on Monday, indicates that there are “significant causes for concern” and emphasizes the need for a “fundamental overhaul” of police leadership.
“At the moment, the service isn’t good enough,” Blunkett remarked, highlighting the need for improved morale and motivation among police personnel. The comprehensive review, conducted alongside former Conservative policing minister Lord Herbert for the College of Policing, advocates for a “root and branch modernisation” of recruitment, development, and monitoring processes within the police service. This initiative aims to address the declining public confidence in policing, as none of the 43 police forces in England and Wales were graded “outstanding” for leadership in the most recent inspection round.
Blunkett noted that a very large number of senior police officials have faced investigations, with at least eight former or current chief constables under disciplinary action or awaiting results. He emphasized that these issues necessitate a new ethical reset within the police leadership.
The report will also address challenges such as resource scarcity, excessive paperwork, and a demotivated workforce due to negative and overly risk-averse leadership cultures. Additionally, Blunkett responded to concerns about perceived “two-tier policing” and clarified that the report does not endorse culture wars or political agendas, asserting that the police’s role is to deliver impartial service to the public.
According to BBC News, the report aims to ensure that the police service can effectively respond to evolving threats and meet government targets, ultimately fostering greater public trust in law enforcement.
