According to ABC News, two senior Powerhouse Museum executives are the subject of a NSW government misconduct investigation, while the opening of Powerhouse Parramatta remains scheduled for November 7.

NSW Arts Minister John Graham told a budget estimates hearing that in March 2025 he approved and delegated authority to the Department of Creative Industries, Tourism, Hospitality and Sport to progress a fact-finding assessment. He said there was also a referral to the Independent Commission Against Corruption. The fact-finding report was finalised and Mr Graham approved a formal misconduct investigation in late December 2025.

The government has not detailed the allegations. Mr Graham said allegations were put to several Powerhouse executives in April, July and August, and that the investigation remains ongoing. He said the process had made it unsustainable for two senior executives to continue managing it while ensuring the museum opening proceeded smoothly.

Chief executive Lisa Havilah stepped aside last week and was suspended from duty, 10 weeks before the museum’s grand opening. NSW government architect Abbie Galvin has been appointed interim CEO. Chief operating officer Mark Wilsdon is on leave, with Treasury executive Cassandra Wilkinson assuming the COO role. Mr Graham confirmed Mr Wilsdon was providing significant information as part of the process.

Department secretary Melanie Hawyes said the interim arrangements should not be treated as a sanction or finding, and that allegations need to be tested. She also said Ms Wilkinson’s appointment was separate from the investigation. Mr Graham said the $915 million project remained on budget and on time for its November 7 opening.
