According to France 24, Aida Alami, a New York Times World contributor, drew on field reporting at the Moroccan border to examine the mass crossing to the Spanish enclave of Ceuta. Speaking with François Picard on France 24’s Spotlight, Alami challenged efforts to explain the event chiefly as deliberate state orchestration.

Alami said Morocco has a history of leveraging migration in its relations with Spain, and that security forces may have made tactical decisions on the day. But she stressed the need to distinguish evidence from inference, France 24 reported. Her account pointed instead to an interaction of online misinformation, overwhelmed security forces and a population already inclined to migrate because of political repression and limited economic opportunity.

The report shifted attention from questions about the Moroccan state’s intentions to the motivations of the people seeking to cross. France 24 said speculation over whether Morocco “manufactured” the crisis can obscure the fact that many Moroccans were sufficiently disillusioned with conditions at home for rumours of an open border to mobilise them quickly.

In that framing, the border episode is more than a matter of Moroccan-Spanish relations or migration management. It also reflects deeper frustration within Moroccan society, according to the report.
