According to ABC News, Tasmania Police terminated a digital policing contract with KPMG after more than $6 million was spent on projects that remained incomplete and faced delays, quality concerns and questions over cost increases. The 2024 contract was valued at $14.8 million and formed part of Project Unify upgrades.

The work centred on integrating and managing upgrades to Atlas, an intelligence management system bought off-the-shelf in 2019 for $13 million. Commissioner Donna Adams has described Atlas as “clunky”, saying officers can take up to 30 minutes to file intelligence. Tasmania Police paid KPMG $1.3 million when the contract was signed and $654,000 to begin work.

The agreement was intended to continue until April 2026, but ended in January after KPMG had received $5.4 million. Tasmania Police said there was no termination payment. A settlement deed between the state government and KPMG refers to a dispute and contains confidentiality and non-disparagement clauses, preventing further public explanation of the cancellation.

During the contract period, KPMG was also engaged to develop Project Link, an online portal for public crime reports, receiving $637,000. The portal was initially due to go live in November 2024, then April 2025, before being paused. After KPMG left the project in January, Tasmania Police took a further seven months to complete it, and it went live this month.

An independent review of the projects is under way. Police have paused the Atlas work while considering interim upgrades, including a new interface for the existing system. Independent upper house MLC Meg Webb raised concerns about probity, oversight and accountability, while Tasmania Police said the review would guide its next steps.
