According to Al Jazeera, Democrats’ historic 2026 midterm victory gives them control of Congress but may not allow them to quickly enact a progressive agenda while Donald Trump remains president for the next two years.

The new Congress has three potential paths, the analysis says: constrain the administration, advance policy proposals that shape the 2028 campaign, and seek limited bipartisan cooperation with the White House. Potential areas of cooperation could include guardrails for the artificial intelligence sector, while many other Democratic proposals could face presidential vetoes.

On foreign policy, Congress can pursue war powers measures, reporting requirements and committee subpoenas without presidential endorsement. However, the White House could ignore or delay compliance with such actions, potentially leading to lengthy litigation. Stand-alone bills, including proposals concerning arms transfers to Israel, could still frame debate and place lawmakers on the record.

Democrats could also use Congress’s spending authority if annual government funding is not passed by the end of the calendar year. That could affect issues including Israel’s annual $3.3bn allocation, restrictions involving the United Nations agency for Palestinian refugees, and limitations on funding the Palestinian Authority. Democratic majorities would additionally control oversight agendas, including possible inquiries into Trump’s Board of Peace, its funding and influence, and US involvement in the war with Iran.

The size of the Democratic majority will shape internal party dynamics. The analysis says a secure majority may leave party leadership under less pressure to make concessions to the progressive left, setting up public disputes over appropriations and foreign policy. Democrats now hold the legislative branch, but their choices could influence the party’s prospects in 2028.
