According to BBC News, the Premier League will share the full judgements of its Key Match Incidents Panel on referee and video assistant referee decisions with supporters for the first time this season. The move is one of three measures intended to improve transparency around officiating decisions.

The KMI Panel has met since the 2022-23 season, assessing major incidents and voting on whether decisions were correct. Its full judgements had remained private, although feedback was given to clubs and officials. The Premier League believes publishing the document will provide transparency over how decisions are evaluated.

Selected direct quotes from referees and VAR officials will also be published through the Premier League’s Match Centre account on X, its website and app. The material is intended to explain the rationale for a decision, including why a referee made a call or why the VAR did not intervene. Previously, the account issued general summaries rather than real-time explanations and officials’ thought processes.

The league will also expand the use of RefCam, allowing broadcasts of audio between referees and players one or two times in each round of fixtures. The audio will not be live and will not include conversations between referees and VAR officials. The Premier League and Pro Ref are seeking greater openness while the International Football Association Board does not permit live broadcasts of VAR discussions.

The five-member KMI Panel includes three former players and coaches, plus representatives from the Premier League and Pro Ref. It considers the laws of the game and the way the Premier League expects matches to be refereed. A simple majority determines whether a decision was correct. Last season’s judgements showed 25 VAR errors, compared with 18 in 2024-25, 31 in 2023-24 and 38 in 2022-23.
