As the U.S. military operation against Iran enters its third day, President Donald Trump’s objectives remain unclear. The administration has provided mixed messages regarding its goals, including whether it supports regime change in Tehran. Initially, officials claimed the aim was to destroy Iran’s nuclear program, but this reasoning has evolved over time.

Trump outlined some objectives during his first public remarks at the White House since the conflict began. He stated that the U.S. seeks to destroy Iran’s ballistic missile capabilities and navy, while also curbing its support for proxy groups in the region. However, he did not specify what Iran’s future might look like post-conflict or how the U.S. would ensure it no longer poses a threat.

The president’s remarks deviated from earlier comments where he urged Iranians to “take back your government,” interpreted as an implicit call for regime change. Defense Secretary Pete Hegseth clarified that the U.S. is not engaged in a regime change war, although he acknowledged that the regime has indeed changed. Meanwhile, General Dan Caine, chair of the Joint Chiefs of Staff, indicated that achieving military goals in Iran would be difficult and could lead to more U.S. casualties.

So far, six U.S. service members have been killed in retaliatory strikes from Iran, which targeted U.S. allies in the region. Trump has warned of potential further casualties but believes that the sacrifices will be worthwhile for reshaping the balance of power in the Middle East. Secretary of State Marco Rubio later claimed that the U.S. acted preemptively to avoid greater losses.

The administration’s lack of a clear strategy has drawn criticism from Congress, particularly among Democrats who argue that Trump has not defined the conflict’s objectives adequately. Representative Adam Smith emphasized the absence of specific intelligence regarding an imminent threat from Iran.

General David Petraeus remarked on the risks associated with urging the Iranian populace to revolt, noting that the regime’s security forces are substantial and brutal. Despite the uncertainties, Trump has maintained that ground troops are not currently planned, focusing instead on air strikes, a departure from traditional presidential communication during military engagements. Critics have noted that Trump’s unconventional messaging strategy, including social media posts and brief interviews, contrasts sharply with the historical precedent set by previous administrations.
